I assumed that, which is why I approached this from the HPQ stand point.
If FNC needs cash, an HPQ shareholder would not want them to raise that cash by exercising warrants.

I suppose FNC believed that the value of HPQ will be greater in the future (and thus preserved the warrants). Remember there was only a one month period in which it ever made sence for FNC to even sell warrant-shares.
