Paleface-- I remember Byron King's last public comment on Stans. He thought that, ultimately, the Russians would not allow the project to fail. Unfortunately, excepting the arbitration ruling, the Russian government has shown no interest in the issue. That a Russian financier has been added to Stans' board does not necessarily mean that the Russian government will get involved. After all, the guy is a banker, not a government official.

But I hope you're right and a Russian hammer eventually falls.
