why doesn't HSR trade closer to AUG??

why doesn't HSR trade closer to AUG??HSR seems to trade 10% OR more less than the 17 to 1 sale ratio
Is there some rationale for the difference I am missing 
I continue to sell off AUG and buy HSR 
Today its like buying aug at 3.70 vs 4.00
If its a risk premium it seems pretty high
