Is the Supreme Decree needed?

Is the Supreme Decree needed?

This worries me. As far as I know Inca One doesn`t have the Decree to receive title. I guess once all option payments are completed, the purchase still needs final approval from the government. Is this right? Any comments?

The president of Peru and the prime minister, who is also the minister of energy and mines, have signed the supreme decree, published November 14 1997 in the official gazette of Peru. This decree allows Sulliden to be the legal holder of title deeds for the Las Huaquillas property within the 50km perimeter of the Ecuadorian border.
