I rather think it was oversuscribed by a wide margin !
They had to stop at $0.78 not to exceed their $15 millions limit.
They bought 14.9 millions shares at $0.78 for an amount of less than 12 millions.
If they did not go to $0.80, that means there was over 3 million shares offered at $0.80, without counting those offered at $0.82 !!
