Just Confused

Based on earlier reports the ICO development was near completion and would be opertational this spring. My guess would be, that there would be/are skilled tradesmen on site and fully capable of completing the construction. Now they are sent away and everything stops. Why not get this project up and running and then send everybody home.
Maybe the AGM will have some answers to this?
