So may is used instead of will because? Could have used might for all it matters in this news.
The estimated savings potential for time and money in Canada or North America vis-a-vis the 1% of emergency rooms visits that are attributable to pet bites and scratches might have proved more fruitful in appeasing me. Actually, any valid quantification would have pleased me...but when terms like 'up to 100%' are used...that still includes zero.
They may just as well have said...you might want to stay away from cats and eliminate the risk completely.
