RE:RE:RE:RE:RE:yesI'm very sorry CanadaCoin and everyone else.  My comments pertained to a different company altogether.  That's what happens when I try to multi-task.

Regarding Canada Rare Earth, it's unfortunately that management hasn't found a way to work with the Laotian Goverment. 

Years ago when Soviet government officials needed to be softened up, gifts would do the trick  (usually watches and jewellery); one for the wife and the other for the mistress.  The gesture went a very long way.   

The target could also be taken to a to a golf tournament  where he'd "win" the Hole in One prize, or to a charity event where his ticket would win a major prize.  Of course there would be photographers and media around to document the "win" so as to explain how a lowly paid government official could afford an expensive automobile or Rolex.
