If negotiations are underway then news can be "delayed" for a short period of time to allow for negotiations. Hog wash, they can negotiate till the cows come home. it's when they sign a letter of intent that they would be obligated to release news. As far as the CLIA approval certificate that info will be received by Precision not MBI therefore what MBI doesn't know can't be released.
