Who is selling and why is not in their control. They just build the mine, communicate effectively and wait. 

Personally, I think that 1.2m shares offered at 38 cents for months now is scaring buyers and motivating sellers. If they execute, it's only a matter of time before it breaks out. Presumably, commercial production or some other event will be a trigger but it doesn't really matter.

if it could stand still at 1.36 vs .36 cents no one would be complaining.
