The most likely reason for the delay is poor results and massive incompetance, however another reason for a news blackout is that a sale is being negotiated. The falling stock price strongly indicates the drilling results are poor, however MOA and MOZ have a history of NOT leaking news before a takeover. There was absolutely no unusual rise in stock price before the Stillwater and MOZ deal. Furthermore, MOA has not said anything about actively looking for another CEO to replace Woods.
