This is all old news.   The US government held a bid for this product, and the award went to the three low bidders, none of whom were MRS.   MRS protested the bid and "won" the following ruling from the US government general accounting office (GAO):

Unfortunately, nothing came of that.  The contract award was not changed.

Note the date on the GAO ruling is November 24, 2015.   No significant revenue is going to MRS from those 30K units.   But the exclusivity in marketing outside the US is significant, and that is the basis for the potential $400M foreign army/police contract.
