Until the government finalizes the definition of paramo, nothing can be taken for granted. The whole sector in Colombia will have to await clarification.
As for timing, the government is holding a series of discussions, the first beginning next week and the rest in the new year, on compensating companies that will be affected. No one knows what any of this means, of course, but it does show that government officials are talking to stakeholders.
