3 million for 40% of the joint venture is too much ownership and too dilutive for that sum of $.

The new investor will have to pay 40% of the factory. Also the deal boils down to Nbm Korean only. Not elsewhere in the world.   The rest of the investment for the factory will come from Korean banks. It will be a springboard I think.
