RE: The 13 accepted proponentsROR makes a better economic case than wind. They are probably trying to offer at least one wind project an EPA that will pass BCUC scrutiny. Wind projects that win an EPA might actually be the losers, see Earth First and Dokie. SeaBreeze might be the sleeper here. Do relevant DD.
