BC Hydro is the only purchaser of  private power in BC. There are no supply contacts between purchasers of power and the private power producer. 
BC Hydro would need to approve a power purchase agreement for this to move forward. 
Wind power is not “firm” power and requires this “firm” power such as from BC Hydro’s grid to smooth it out. this means for either exporting to the main grid or synchronization would require a transmission line to the islands.
