Everything is speculation.

Consider Shenghe just took about a 20% interest in Peak and its LREE (they will probably buy them out for the project). Are the Chinese also looking for HREE material as well now with their own Myanmar HREE issues?
 
If Japan jogmec believes those Namibia HREE results are further confirming re., the value of this project they might not want them out there yet. Especially, before they tighten their own grip % wise on this HREE project.
