Any program or city you look at in Canada since its existence could potentially top 3 trillion if its been around long enough.
but hey, lets examine that number for a moment. 3 trillion, most of the chiefs treaties have existed roughly 100 years so 30 billion a year to the "first nations". Now divide that out by the first nations - lets say it was evenly done --- there is roughly 1.3 million "registered indians" in Canada - that means every year approximately 23,000 dollars was allocated to every First Nations person if done equally. Obviously it wasn't but it shows how little that number "3 trillion" actually is considering a regular "Canadian" can get more in welfare then that number and the provincial government definitely spends more per head then that.
How much do you think the federal government gives year over year to the ontario government? and nothing gets done? Or welfare, or immigration, or any other number of things?

if you still think its first nations instead of provincial government.. Go into any reputable news outlet and search "Noront Resources" and "Ring of Fire". Going back 5 years, almost every single issue stems from "the government didn't ask" and "the government isn't talking". Not Noront, Not First Nations, the lovely government. Yes there may have been disagreements but the government is always the one to walk away from both noront and the first nations.
