In retrospect if you look at BHP offer and take into account that Wyloo said they would not surrender their shares ??? 

Then there are approximately 348 million shares that are available ... BHP offered 325 million cad that would be 1.07 per those shares but the deal is for all shares 

Then on the other side of investment coin ... Wyloo PROPOSAL is actually LESS money being forked out to buyout Noront

0.70 for shares not owned
14.8 million paid to RCF
now a 15 million usd loan being converted at today's exchange 18.99 million cad
approx  
277.4 million grand total for Forest buyout

making Noront LESS valued
