This has happened in mature markets like Califonia, Washington and Colorado.
BTW, the recent trading indicates someone is trying to get cheap stock by making sure the very last trade of the day is a negative. Selling at this level will turn out to be a big mistake. In any case stock is going from weak hands to strong ones.
