Invesco Emerging Markets Sovereign Debt ETF V.PCY

Primary Symbol: PCY

The investment seeks to track the investment results (before fees and expenses) of the DBIQ Emerging Market USD Liquid Balanced Index (the underlying index). The fund generally will invest at least 80% of its total assets in U.S. dollar-denominated government bonds from emerging market countries that comprise the underlying index. The underlying index measures potential returns of a theoretical portfolio of liquid emerging market U.S. dollar-denominated government bonds.

And good luck mining silver in Bolivia. They'll find a huge resource and the Bolivian "government" will revoke the mining license and keep it for themselves - nationalization at its best - it happened to South American Silver in 2012:

I held shares of South American Silver at that time and thankfully sold it before it crashed on the news of nationalization of their mine. I've held PCY for far too long hoping for a reversal but that will probably never happen. Hopefully, Bolivia's mining environment is much better now but from what I've read it still appears unfriendly towards foreign companies.
