Does anyone  know why PEC hired Black Spruce Capital just prior to drilling?
 
Likely because they have several other onshore targets and their yet to be approved offshore program, for which they will want a partner to pick up the costs for a %age of the proceeds.  BSC is helping them look for additional partners.
