Every company that applies for an extension that I'm aware of does so by releasing a PR saying that it was oversubscribed, thus they need an extension. No such PR has been forthcoming from PHD, so my conclusion is they are having a tough time raising money, thus they need more time. 

I suspect the potential investors have had it with the lies and misinformation from management.
