In hindsight it certainly would have been a good idea to raise more at the time, however a larger ask may have scared the interested investors so it may have been somewhat strategic.
My suspicion with the raise now is that they will not meet the 3-5 new contracts by year end and they are anticipating the price could drop further if they wait until the end of the quarter. By my calculations (a lot of guessing mind you) they could still get through to the middle of February before they run out of cash. An early raise (not that it leaves a lot of time) indicates to me either they have more work than expected - good - or less work as suggested above - bad.
I still think they will get those contracts, but it is taking longer than anticipated. Just a hunch. Hope I'm wrong and we get to at least 3 by the end of the month.
