Help understanding offer

Hello, I have casually followed Petroteq over the years. I have not been following super close to what been happening with this offer though and would like the input of someone who has.

I am a bit confused are they buying the whole company or only from those who want to sell? If there a limit to the number of shares they will buy?

Seems very odd the share price is so far away from the offer price.

a premium is being paid to get as many shares on the initial tender if they can get 90% or higher shares tenderd the can force the remaining 10% to sell yes they want to get all of the shares as the offeror wants to take the company with the patents private and not to have to deal with othere shareholders filings etc.
