  yes it is,  Quebec public business is a soup of incompetence, lazyness, stupidly and corruption all mixed together.  I have lived in Quebec my whole life an will never invest another dollar here.

That's nonsense. I bought shares of Xebec under 1$ now trading near 6$. A Montreal company. I invested in QNC years ago and the end is sad. But blame on Quebec companies is stupid.
