The main reason for the filing from QRM:

The main reason for the filing from QRM:"This filing follows the company's strategic review of its options pursuant to the decision of a major industrial conglomerate with interests in construction, mining and hydrocarbons not to follow through at this present time with an investment in the Quest project, as contemplated in the memorandum of understanding signed on Nov. 2, 2016." Was it ever true that there was an industrial conglomerate?
The memorandum pumped the SP and several months later QRM files for bankruptcy protection. Was it planned that way? The whole thing stinks.

All in my opinion.
