One of the toughest places to do biz in Canada is AB because it has the most bureaucracy - despite their claims of free markets during 93% conservative rule, the PC built a disfunctional dynasty of bureaucracy for 44 straight years which has yet to be reduced in a meaningful way.
Texas? They are so hidebound by independence dogma that they have their own ineccicient isolated power system - multi-millions suffered unnecessarily during the big storm last year when the system went down for a week or so. Any other state would have been able to take advantage of the national grid and power up quickly.
