Northern Ontario...Quebec Nord

Northern Ontario...Quebec Nord

[A] Ontario's Bill 191 & [B] Quebec's Plan Nord have one thing in common: both intend to set aside a large portion of their provinces' land mass .

.

also Plan Nord intends to inject a lot of investment $$$$$ into their program

.

...............................................................

[A] Ontario's case is set out below...

.

SUBJECT TITLE: "STATEMENT ABOUT FAR NORTH ACT-BILL 191." (Ontario)

.

"The legislation puts forward a process for community-based land-use that will ultimately set aside at least 21% of the province's total land mass, or half of the Far North's 450,000 square kilometers, in an interconnected network of protected areas"

--------------------------------------------------------------------

expressing some concerns for Ontario ............:

.

SUBJECT TITLE: "Bob Middleton: developing Ontario's mineral wealth"

article by Norm Tollinsky March 2009 [sudbury mining solutions.com]

some exerpts from the article:

.

"You can't just start turning the province into a park," complained Middleton. "You have to select (exempt) the areas that have economic potential because, otherwise , the population of Ontario loses."

.

"In the Far North, you just can't withdraw all the Greenstone belts because you're withdrawing half the potential of the province. That area is as big as France. It's huge."

.[Robert S. Middleton P.ENG]

.

"The government "has to get going this coming summer to gather up the drill core from all of the camps and start putting together the geological maps in the Far North. That’s what needs to be done. They also have to do airborne geophysics. If they’re going to withdraw land, they better start putting up the money to assess it."

.

----------------------------------------------------------------

Bill 191 rec'd Royal Assent on October 25, 2010

.

---------------------------------------------------------

.

one would wonder how many mines/exploration activity would NOT exist today had BILL 191 been implimented some years ago......

.

....Ring of Fire chromite deposits ["Black Thor, Black Label deposits....Cliff Natural Resources".and the "Big Daddy deposit....CLF/KWG"]???

....Victor diamond mine???

....The Marshall Lake Cu-Au-Ag-Zn property???

[on the west portion of the property, copper is predominent, with zinc on the east portion]

....plus many others including Xstrata Copper's activity in the West Shebandowan area located about 125 km northwest of Thunder Bay.

.

Xstrata is exploring an iron-oxide-copper-gold [IOCG] zone that runs thru Rainy Mountain Royalty's Hamlin/Deaty properties & the top portion of Cliff Natural Resources' Sungold property....which CLF "acquired" from Freewest.

.

the RMO properties were optioned by Xstrata in January 2008 & the CLF property December 2007.

The IOCG Zones are clearly displayed on the East West Resources 2008 Annual Report

.

"The tremendous size, relatively simple metallurgy and relatively high grade of IOCG deposits can produce extremely profitable mines" .[Wikipedia]

[B] Quebec's "Plan Nord": La Belle Province [Quebec]

.

.

Montréal, February 5, 2012. – Québec Premier Jean Charest and Minister of Sustainable Development,

Environment and Parks Pierre Arcand today unveiled the guidelines that are to frame the government’s

commitment to dedicate 50% of the area of the Plan Nord territory to environmental protection, safeguarding biodiversity, strengthening the natural heritage and non-industrial development by 2035

...............................................

Plan Nord's impact on Quebec's mining industry:

The Quebec Government projects Plan Nord to lead to over $80 billion in investments, $47 billion towards renewable energy and $33 billion for investments in the mining sector and public infrastructure such as roads, rail and airports

................................................

.

Northern Québec covers a vast, rich and diversified area of over one million square kilometres, roughly twice the size of France or six times the size of all the New England states. It is home to 120,000 people

.

Northern Québec’s mineral resource potential is far from being fully established.

.

99.8% of Canadian’s iron ore production is from the Labrador Trough which hosts world-class iron deposits.

.

The Labrador Trough [a 1,100 km long belt], ... is recognized for its abundant mineral resources.

.

SUBJECT TITLE.........."The Grand Plan for Quebec's North"

.

below: an exerpt from above article by Barrie McKenna [The Globe & Mail ..May 2011]

.

some "major [Quebec] mining projects in various stages of development,

... Xstrata’s $1-billion phase 2 of the Raglan mine in Nunavik (nickel and copper);

... New Millenium Capital Corp.’s $4-billion DSO project on the North Shore (iron);

...Goldcorp subsidiary Mines Opinaca Ltée’s $1.4-billion Éléonore project in James Bay (gold);"

...

a side-note:

the Éléonore South property is adjacent to & south of the Goldcorp property, & is a joint-venture between [1] Eastmain, [2] Les Opinaca Mines Ltd, a subsidiary of Goldcorp, & [3] Azimut Exploration. .

..........................

on the Éléonore project, Goldcorp expects to reach initial production late 2014.

The project is expected to produce 600,000 ounces of gold per year at a cash cost of less than $400 per ounce.

Upon full production, the project will rank amongst one of the most significant ore deposits in Canada.
