RE:RE:ACMPR License Service Window

I still am confused as to what licence allows them to do what? ACMPR licence is obvious, but RTI will not be a grower. So the Phase 2 to Phase 5 should be relatively short, as they will not have to wait for the first harvest. Then there is the Controlled Drugs and Substances Dealer's License. What exactly does this enable then to accomplish? I have asked this question a number of times and so far I have not really seen any connection between the two applications. My feeling is they will require both (before any real revenues can be generated), simply because they will not be growing. It’s a unique situation in comparison to other applications.
