No VC is selling (that i can tell via SEDI, so i don't think they are). Celtic put together the Fresco, Redmere deal and hired Tony to lead. They invested in the shell (i.e. Chyrsalis VII or VIII...can't remember ) which was public traded, and used that as their investment vehicle. I believe it's in the M&A.
For a VC to recoup its investment (and then some), the company they invest in is either bought by another company, or it gets listed publicly. The "exit" isn't an official exit when IPO'd (in Spectra7's case it was they changed the name of the shell); but what it means is that the investment is now a lot more liquid. The VC can sell if they wish. Celtic has 2 members on the S7 board: Maggs, Antonen.
I have no doubt they've recouped their initial capital investment (and more); however, given how they are still vested, they are rolling the dice for a bigger payout. Celtic seems like a decent VC firm with a very specific focus with their investments.
