The first license HC can give an LP is the Cultivation Lic. From there, the LP must grow 2 harvests which have to be lab tested from another licensed Lab. Then, once they have confirmation of sucessful tests, then they can apply for (OR) make an amendment to their existing CTLS file to include Processing/Sales. Although, it is not necessary to have a Processing/Sales lic. to 'sell' their bud to other LP's within the CTLS, they just are not permitted to 'sell' it direct to the market, i.e. AGLC, etc...BUT, selling their bud to another LP Processor does allow them the opportunity to "White Label" their own product and sell through third party licenced LP's, i.e. Aurora, Tilray, Canopy, etc...or even a lic. wholesaler.
Think about it like this, the drivers lic dept. is not going to give a 16 yr old kid a license to drive unless he/she can prove that they can drive (and follow the rules)...i.e. drivers test, written and practical.
