Just get my newsletter. They mentioned with a special note in regard to the NI43-101 report that Tamerlane seems very confident about financing. So I've read the original release and yes, I've found this under point 6:

 

"The Company expects that the final approvals for this change will be forthcoming by the end of the first quarter, 2012 and at that point construction can begin immediately if financing is in place."

They said that the management now really seem to be convinced to get a finincing and the economy is robust so Tamerlane have no a better position in any negotiations.
