Dubai - if they are trying to lure in players, are probably giving things away and probably no unions. They also probably have very cheap rooms etc. Maybe even discounted airfare. Europe will be there. It is a big destination for Europeans - a consultant friend moved there from London - he says it is very cheap for many things.
