No, the vast majority of institutional investors cannot buy penny stocks. The fiduciary requirements preclude them from buying stocks that list on the OTC or the Venture exchange.
To get institutional investment, a company needs to be listed on a higher tier exchange, like Nasdaq.
One of the requirements for listing is multi-millions of $ in the companies bank acct and a share price of at least $4.00
With this recent financing, the share price will approach 300,000,000 when all the warrants are exercised.
A share price of $4.00 per each of the 300,000,000 shares would mean a market capitalization of $1.2 Billion.
Considering that the current market capitalization is $45 Million, that's a long way to go.
TLT has no path or currently laid out plan to achieve this.
