Yes Legit a PP would be "material" because it would probably effect share price, therefore according to the NASDAQ rules would have to be reported "PROMPTLY". I strongly suspect Toronto has the same requirements. If TLT had a PP, it would have had to be reported.

Agree Legit, it is news driven. I expect something on the vaccine front anytime after 10/1 and something on their ACT after 12/1. No telling where this stock can be in 6 months.
