I think the PP range sounds accurate since they need money now for DOD testing
DOD 4 million should reimburse a decent amount of the spend
RO?  its possible   they have done it before  depends how much DOD and OEMs kick in  If its an RO to fill in last 30 million migh not be horrible    depends if its before or after funding
so cant say massive     could it be worth it in the long run?  maybe   but 2019 RO sure wasnt
