Dear Bob, It is the stun gun princpal.  Two AA battery is all the power that it has.  They are using the Stan Meyers electrolyis cell.  Most electrolyis is done with amps.  The more amps the more hydrogen.  Meyers turned that on it's head by using high voltage and high frequency to do electrolyis.  Bob, if you try to do a loop then it does not work.  It would

Use a big rechargeable battery, which makes it an EV: electricity recharges battery which performs eletroysis to proiduce hydrigen.  May not use (much rare earths), but it's not a car powered only by water.
