Yes there are more permits required, probably many more, Blackrock has done some groundwork and I believe power and maybe rail is in place.

It does seem odd that Blackrock was planning to mine iron when VRB on practically the same ground is planning to mine vanadium (and possibly other metals if VEPT is implemented.
