Spin it as you like. Shipped units are NOT sold units. Distributor may hold units for long time or even return them for refund ( with possible some paid fees ). What really matter is sales to end users, actual sales. What they declare will be their accounting ( "units shipped will be booked as sales" ) is irrelevant. I would call that lousy accounting....
