With no substantiative PRs the SP will continue to decay, where are the sales based on the 47 potential leads announced last winter?
What about the 3 sales staff new hirres, only 1 has been hired officially?

WATR can run to 9 cents to 18 cents on no news but can't trade over 5 cents with it. :)
