why is today (or, more specifically, this afternoon) the time that the market "realizes" the cash grant?

seems to me like the market has changed its mind from the cash grant being a "when" situation to an "if" situation. And if it doesn't come within a relatively short time period then it puts Yabucoa in jeapordy and burdens the company with too much debt.
