Just thinking (or hoping) that rumours might circulate that the Treasury is close to wrapping up their DD and approving the grant. The company has repeatedly assured that neither the grant nor Puerto Rico financing is in jeopardy.
Being a "large" grant it makes sense that the Treasury scrutinizes the application carefully before approval. There is nothing to suggest the grant is in any jeopardy. A few nervous sellers is all it takes to push the stock to new lows, however, I don't believe it means the grant is in jeopardy. All IMHO of course.
