I think otherwise.  KRG do not have the oil production and sales yet to become 'free'.  WZR will react as any other E&P company to asset accretion, production and revenue.  So, what has the statements about 'freedom' to do with the latter at this time?  Not a lot when the .KRG were already desperate for production prior to ISIS.  What actually matters to WZR is S-1 W/O and testing and H-1 Oligocene on Garmian and TK-2 and M-1 on Kurdair...  and the efforts of the financing / M&A team.
