What makes you believe this?

Material data can be stalled until all data is in.

Usually, and it happens often, companies will not stall release of positive data, but if negative or mediocre data is received, they can and do stall until more data is compiled in order to release the full data set, good and bad together.

If you need examples, there are many, just look them up.  JMO
