As an old UC Resources bag holder, I can confirm that new VYGR shares have just been delivered into my accounts to replace my old UC Shares (1 for 1) today. There aren't many of us left, however, since several rounds of previous reverse splits have massivly diluted our stakes. 

I would speculate, but cannot confirm, that previous insiders' (Gary Monahan, Jim Voisin) shares should have been retired as part of the reverse take over deal. They own the majority stake of the old UC.
