I don't believe that issuance increased the authorized share count (purely Dilutive) it merely comes out of the pile of authorized shares held by the company for financing activities (passively dilutive) and hence doesn't decrease our total ownership of the company except indirectly.
At least that's the way I read it. I certainly saw no request for an increase in the authorized number of authorized shares, just permission to issue existing stock.
