This thing about dividends came about when Jochen Staiger pressed Nick Smith in an interview....
(JS) Warren Buffet is a fan if dividends ....So I presume that have to pay or planning to pay dividends
(NS) Yes ...I would think that is certainly part of our plan is to pay dividends ....

In the last extraordinary shareholders meeting when they voted on the issuance of preferred shares, the fact that they wanted to issue preferred shares, implies the payment of dividends.

Don't know how the taxes work between Canada and the US, but some years ago I had some dividends coming from Apache (APA). When Uncle Sam had taken his part of the taxes, the money came into Europe where the taxman - again - did his job. The rest, on my bank account where nickels and dimes :-(((((
