Conservative delegates at the party's policy convention have voted to reject adding green-friendly statements to the policy book — including a line that would have stated the party believes "climate change is real" and is "willing to act." ' So, my take is that they're trying to be oportunistic by throwing out a few 'pro-environment' statements but that, fundamentally, they are likely not to pursue the level of climate-friendly initiatives needed in Canada. I mostly qualify myself as centre-right and certainly not a fan of Trudeau's leadership (I'd much prefer Chrystia Freeland), but at this point I think the Liberals are the least worst of options available for Canadians - probably the weakest leadership options Canadians have had in a long time...
The last time the Conservative party could truly embrace the borader Canadian population aspirations was prior to them joining up with the Alliance Party in the early 2000s - thereby having to embrace far-right ideology - essentially shooting themselves in the foot.
In my opinion, even if they did manage to lead the country thereafter, I think the last electable cross-Canada Conservative PM was Brian Mulroney, who led from '84-'93.
In short, it's not by putting lipstick on a pig that O'Toole's party will fool enough Canadian into voting for them, especially as we're entering an era of progressively (not Conservative) environmental activism, both in Canada and globally.

The 15% will be the minimum standard that will be made in law Canada wide after next election as I think that the other 2 parties will try to beat them and each other on environmental policies.
