It might not mean that those were down to signatures but still weeks goes by.. also they knew the process and when receival was due. Rightfully they maybe calculated dhs itself having an impact and they have some time to boost it later but that opportunity vanished on big unloading and talks about dhs effect. I think peter is a practical man and knew that sales news are needed but for some reason they are not presented. Best theory is they want boost around financials, second best theory is BO, third is nothing to show.
